The GST council meet on 16th January finally broke the dead lock over the issue of administrative control over assessees and broadly agrred to roll out the GST from July 1, the state and center reached the consensus over who will assess and entity and the same would be decided through a computer program. The council also resolved the logjam over the right to tax economic activities within 12 nautical miles from India’s coasts. |

The GST council will yet again meet on 16th January to resolve the issue of dual control, tax on high sea waters and also decide the compensation to be paid as this particular issue was back on table due to demonetization. One of the main targets of the council would be to decide the issue of dual control. |

The GST council meet on 3rd and 4th January was yet again inconclusive on the issue of dual control of the assessee. One of the main targets of the council was to decide the issue of dual control. However, the deadlock over the Goods and Service tax continued with the Centre and States refusing to budge from their positions on issues like tax payers and taxing high seas trade. |

H N Ananth Kumar, Union Minister for Parliamentary Affairs expressed hope about the roll out of the Goods and Service Tax (GST). Our discussions with opposition parties and GST council are an ongoing process. I’m confident that once we have passed the constitutional amendment bill without any opposition in both houses of Parliament, ultimately GST council will also come out with unanimous decisions so that it can be given a legal framework in the parliament of India.

GST council made some progress by approving the primary draft laws of CGST & SGST. The meeting which was chaired by finance minister Mr. Arun jaitley agreed on 197 provisions and five schedules in the CGST and SGST draft laws. Briefing after the end of 7th meeting which concluded on 23rd December the finance minister said that the states will be compensated for five years on any loss incurred due to the implementation of GST. However there was no consensus on the key issue of dual control. He stated that the legally vetted language and along with the issue of dual control will be taken up in the meeting which is to be held on 3rd January 2017.
